Natural ecosystem variability may have played a role in record the decrease in abundance of these fish stocks, and the effect of seal predation on recovery of the northern cod population has not yet been record quantified. With the collapse of the northern cod and the declaration of a moratorium in 1992, Labrador coastal fishermen became more dependent on salmon. Then in 1998 a moratorium was also placed on salmon, leaving fishers to turn to bay scallops, shrimp and snow crab as alternative species to be harvested. This "restructuring" of the fishery was not possible for all involved, and record unemployment increased in coastal communities. Some fishers unable to obtain new resource licenses from DFO, turned to forestry and road construction for employment. Our research will provide scientific information needed for establishing community management of regional fisheries resources (bay cod, bay scallop, coastal shrimp and snow crab), will promote a fisheries conservation ethic among communities utilizing these resources, and will help to establish new industries (cod farming and possibly scallop aquaculture). |
